Are you refering to the certificate in Singapore?

We have to sit for a test call Proficiency Certificate (PC) for a start. The test means we have to show the golf instructor that we can Airborne the ball.

After we achieve the PC, we have to get 5 x 18 hole score card to submit to the club.

After that, we may go for the Courtesy Round which involve playing a 9-hole with 3 other individuals. The instructor will wtach us from a distance. We have to show that we can play with a score of 19 over par. We have to show ethics and know how to repair divots.

Upon passing this test, we are given a handicap from the instructor. This handicap is recognised by SGA ( Singapore Golf Association ) which means that all the players in Singapore will use this handicap as a reference for competition.

I believe this should be recognised by worldwide. However, you should check with your club locally to see if they recognise these handicap certificates from Singapore. The other question that you want to ask your club is that do they allow to transfer handicap from Singapore. In Singapore, some club does not accept overseas handicap Certificate.
